Confusing cryptogram

I've been trying to decipher this cryptogram using pencil and paper, computer programs, etc and still can't break it. Can anyone help me? I'm still not great at these, but am learning.

No, afraid I haven't. It just bugs me that I can't even get past level 1 of this thing.

I tried all day but gave up and figure if I can't even decode this cryptogram, there's not much hope of solving any higher levers.
