If a puzzle can be viewed again after being solved, how is it done? If not, why not? Surely software can be written so that the player is barred from submitting any more guesses, but allowed to view and leave more comments.

I'm not sure I'm interpreting your questions correctly, but here goes... The puzzle is viewable once solved, as I am sure you are aware. In order to view the puzzle it must be solved. There is no option that I am aware of where you can click on anything to see the solution without first having solved it. Hints for the completion of a puzzle are offered but only in noncompetitive mode, and I don't think you can switch from competitive to noncompetitive and continue to work on the same puzzle. As to leaving comments, that must be done before leaving the page that displays the completed puzzle. If you, for example, take a look at your current scores or at the list of top scores for the month after you have completed a puzzle I don't believe you can return to the page that shows the puzzle you just completed. I'm pretty sure these are not the answers you wanted to see, and perhaps some of the other regular players here may know of some navigation techniques I'm not yet privy to. Anyway, good luck with the puzzles.

With previous versions of cryptograms.org, you used to be able to return to a solution page you had navigated away from, and then post a comment. I've done it many times, because I always have that 20/20 hindsight that makes me say, "I should've said..." It would also depend on your choice of web browser e.g. it might work with Mozilla Firefox and Maxthon 3.0, but not with Comodo Ice Dragon and Torch. There may still be a web browser with which it is possible to accomplish this, but, if so, I've yet to have discovered it.

If you want to look at your score and be able to return to make a comment, open a new tab or window and open the site again. You will already be signed in if you are in competition mode. Use the new tab or window to click on "my scores". To return to make a comment, click on your previous Cryptograms tab or window. Hope this helps in part.
I used to be able to return to a solved puzzle using the browser "Back" button in Internet Explorer, but an update in the website changed that. I switched to Firefox as a browser because I kept having problems with IE solving Cryptograms. Firefox does not allow you to return to a solved puzzle, however.
If you have not completed a puzzle (and 2 hours has not expired since you started it), you can click on "recent games", scroll down to the puzzle and click on "retry" or something like that.
