Penalty rate

Can anyone explain what is meant by the percentage for penalty rate? I assume that the success rate is the number whosuccessfully submit the puzzle.

Penalty rate is the number of people who submit incorrectly, or use "Clear Errors" and take a points hit.

What about people who simply bail on the puzzle without completing? Are they counted at all -- within the penalty rate or elsewhere?
