No, the puzzles here are generated by scrambling a set of scenarios (it's why there are only certain types of clues).

If you want to make your own, you can start with a site like the one below, which allows you to fill in the blanks to create a grid; however, you'll still have to figure out the clues/solving logic yourself (this site does have a "Draw conclusions" mode that will auto-populate the grid and create a solution grid, so you can check if your clues are sufficient; but it can't solve "a before b" type clues):
