It's claiming that R2C2 can only be 7, since 1, 2, 4, 5, 6, 8, and 9 already exist in Row 2. BUT 3 DOESN'T. So someone smarter than me tell me why R2C2 HAS to be 7. Or am I blind as well as stupid?

You're not stupid. Based on the grid in the image, Row 2 is actually: 3, blank, blank, blank, blank, blank, blank, blank, blank, blank.
So row 2 currently only has a 3 at the start. The note about "1,2,4,5,6,8,9 already exist in row 2" doesn't make sense from what's shown. Something seems off with the hint logic or the displayed grid. Maybe the puzzle has pre-filled hidden candidates the hint system is using. Either way, your confusion is valid.
