        I looked at it for a bit. I'm not sure it's deterministic or there are unique encodings for a message based on a key, so that would mean it's not really in the cryptogram family. Initially, I thought [zero] might be in position to be a word separator, but 024240 doesn't look like anything. There are a prime number of digits, which means we're not likely to be combining symbols. It could be interesting, but maybe more context would help. If it's not deterministic (like select from the spelling of the words), then it's a type of puzzle I'm not as naturally curious about.
