Can someone explain this hint? Why would placing a star in that spot not allow two stars to be placed in rows 3 or 5? I mean maybe with several steps in logic between, but there already are two stars in row 3, and I also don't see why I'd necessarily be unable to place two stars in row 5 with a star in that spot.

Well with a star there you couldn't put another star in row 5 except in the dark blue because you'd already have 2 in light blue, or you would have to move the one from row 3 to row 5, leaving not enough for 2 stars in row 3. But yeah, this is a bad hint and not explained clearly. There are much better hints it could give you, like just removing all light blue (and/or dark blue) below row 5 instead of that one specific space.
